(1) Establishment of the DAF Family Legacy Office
The DAF (Donor Advised Fund) Family Legacy Office of the (Beijing Normal University) China Philanthropy Research Institute (shortened as the ‘DAF Family Legacy Office’, official website: www.DAF-familylegacy.org.cn) is a non-profit charitable platform with the China DAF (Donor Advised Fund) Charity (official website: www.DAF-charity.org.cn) as the donor and the (Beijing Normal University) China Philanthropy Research Institute (official website: http://www.bnu1.org) as the sponsor. The DAF Family Legacy Office will start with the research and training of the Donor Advised Fund (DAF) to turn charitable contribution into an important part of donors’ overall asset allocation strategy, to promote research and training related to impact investment and social finance, to promote the research and training related to family legacy, and to promote the construction of the Public Welfare Project Information Management Service Platforms.
(2) Business Positioning of the DAF Family Legacy Office
a) Promoting Research and Training Related to the DAF
DAF is a comprehensive tool to link public welfare, finance, and professional services, and an important carrier to integrate various resources using charitable tools. The DAF Family Legacy Office will start with the research and training of DAF, inclusively popularize the use of DAF as a convenient tool to make charitable contributions and turn charitable contribution into an important part of donors' overall asset allocation strategy:
i. To promote the research on the legal system, management model, and implementation path of domestic and overseas DAF;
ii. To study cross-border contribution policies and practical procedures of charitable assets;
iii. To promote the legislation on charitable trusts and charitable organizations, and to participate in the innovative development of charitable products;
iv. To conduct the public welfare training on knowledge of the DAF, charity theories and policies, charity path tools, charity organization governance, family legacy, family trust, etc;
v. To promote the establishment of industry standards and to make recommendations on government policies;
vi. To promote training projects in the construction of the DAF Ecosystem (such as the DAF-Giving Charitable Training Projects, the DAF Philanthropic Expert Consultant Training Program, the DAF-Pro Bono Charitable Training Project, the DAF-SPT Project, etc.).
b) Promoting Research and Training Related to Impact Investment and Social Finance
The DAF Family Legacy Office will actively promote research and training related to Impact Investment and Social Finance:
i. To conduct research and training in the fields related to impact investment and social finance: For example, the DAF Family Legacy Office will carry out in-depth research on relevant laws, policies, and practical cases in the fields of domestic and overseas impact investment, venture philanthropy, social impact bond, charitable trust, green finance, inclusive finance, social enterprise, sustainable development, etc., and form industry research reports so as to provide countermeasures and suggestions for specific practical cases.
ii. To actively advocate the concept of impact investment and social finance and carry out relevant training in the field of impact investment and social finance: The DAF Family Legacy Office will actively promote the connection between charitable resources and financial resources, advocate the concept of impact investment and social finance, carry out relevant training in the field of impact investment and social finance, organize special conversations and seminars for domestic and overseas research experts and practitioners in the field of impact investment and social finance, improve the public awareness of impact investment and social finance, and train outstanding talents in the field of impact investment and social finance.
iii. To promote the construction of impact investment and social finance ecosystem: The DAF Family Legacy Office will rely on and link the charitable resources and financial resources in the industry, build professional think tanks in the field of impact investment and social finance, promote the cultivation of a complete impact investment and social finance ecosystem, support the establishment of industry standards, encourage the exploration of localization and international cooperation of impact investment and social finance, guide business toward good, lead commercial capital to enter the field of impact investment and social finance to achieve sustainable, competitive, and standardized public welfare undertakings.
c) Promoting research and training related to Family Legacy
The DAF Family Legacy Office will actively promote research and training related to Family Legacy:
i. To serve as a family legacy affairs’ think tank, developer, and practice base: The DAF Family Legacy Office will carry out in-depth research on relevant laws, policies, environment, and practical cases in the fields of family legacy, design and improve the feasible path to implement family legacy affairs and form industry research reports to provide countermeasures and suggestions for specific practical cases. The DAF Family Legacy Office will also organize special conversations and seminars for domestic and overseas research experts and practitioners and make joint efforts with domestic and overseas counterparts, to develop the DAF Family Legacy Office into the industry's leading family legacy research and practice base institutions;
ii. To promote relevant training of strategic philanthropy based on family legacy: The DAF Family Legacy Office will design training courses related to strategic philanthropy based on family legacy independently or jointly with other relevant parties, conduct charitable integration on excellent educational resources in the field of family strategic philanthropy, start from course production, courseware optimization and public welfare course promotion in the field of family strategic philanthropy, and take the training and education of family strategic philanthropy as a bridge, to provide educational training and communication opportunities in the field of family strategic philanthropy, and to build a public welfare platform for course recording, knowledge service and business training for professionals;
iii. To promote the development and design of curriculum system in the field of family legacy: The DAF Family Legacy Office will develop and design a complete curriculum system, and constantly update the curriculum content according to the needs of learners. While providing learners with rich theoretical knowledge, the DAF Family Legacy Office also pays attention to the development and design of practical courses, with the aim of strengthening learners’ practicing ability and improving their practical skill. The DAF Family Legacy Office will provide learners with a professional, high quality, and high standard course resources system.
d) Promoting the Construction of Public Welfare Project Information Management Service Platforms
The ‘Public Welfare Project Information Management Service Platforms’ aim to provide the relevant parties (such as qualified donors, related parties of the charitable accounts, related person of the Charity, related person of the public welfare projects, etc.) with a process-based and dynamic information disclosure related to the cash flow and information flow of the public welfare project and are information exchange platforms set up for specific parties (not the public). To conform to the regulatory authorities' requirements of charitable organizations' information disclosure, to increase the accountability of charitable organizations, to transparently disclose the cash flow and information flow related to charitable projects, to establish mechanisms and models for disclosing information to donors, to timely release to donors the use of project funds and the results of the project according to the implementation of the project, the DAF Family Legacy Office will actively promote the construction of Public Welfare Project Information Management Service Platforms:
i. To research on the actual operation of information disclosure platforms in China and abroad, and to form research reports;
ii. To mobilize various industry resources, organize researches and demonstrations on the construction of ‘Public Welfare Project Information Management Service Platforms’, and hold relevant seminars;
iii. To carry out the demand design and IT planning of the ‘Public Welfare Project Information Management Service Platforms’, and form a specific business planning scheme;
iv. To promote the implementation of the ‘Public Welfare Project Information Management Service Platforms’;
v. Other work agreed by both parties to promote the relevant construction of the ‘Public Welfare Project Information Management Service Platforms’.
(3) Funding of the DAF Family Legacy Office
a) Initial Funding
The Charity agrees to contribute RMB 800,000 Yuan as a designated contribution to CPRI. The initial funding shall be used for costs of the establishment, start-up, and operation of the Office (including remuneration of the Administrative Office’s full-time and part-time staff), travel expenses incurred by the activities of the Academic Committee, Researchers, and project-based personnel, relevant expenses of Training Projects and relevant expenses of other activities. In principle, the initial funding shall not be used for the remuneration of the relevant personnel except the staff of the Administrative Office. The initial contribution of the Charity to the DAF Family Legacy Office originated from the self-owned funds of the Charity.
b) Follow-Up Funding
Follow-up funding will mainly come from non-self-owned funds of the Charity, i.e. designated contributions from specific donors: In addition to the initial designated contribution to the DAF Family Legacy Office from the Charity’s self-owned funds, to encourage potential donors to participate in charitable causes and to support the development of the DAF Family Legacy Office, qualified donors in China and abroad may open charitable accounts in the Charity to give recurring or designated installment contribution to the DAF Family Legacy Office.
c) Priority Payments of Available Funds of the DAF Family Legacy Office
The available granting funds in the DAF Family Legacy Office shall be used first for remuneration and compensation of full-time and part-time staff of the Administrative Office of the DAF Family Legacy Office. The remaining funds shall be used to cover other reasonable expenses (such as travel expenses incurred by the activities of the Academic Committee, Researchers, and project-based personnel, relevant expenses of Training Projects and relevant expenses of other activities), then used for a reasonable remuneration of the Academic Committee members, Researchers and related staff members. At last, it shall be used for grants to other qualified grantees so that they can support the related projects of the DAF Family Legacy Office.
